Resident Counselors are assigned to HOC customers to provide crisis intervention, complaint resolution, information and referrals and counseling, with the goal of helping residents retain their housing, maximize potential, and increase their self-sufficiency. - Housing Counseling Program

This state-funded program assists low-income families or singles who are homeless or in imminent danger of becoming homeless to locate, secure, and maintain permanent housing. Clients must be referred by a case manager from a County service provider, and clients must have either a subsidy or enough income to afford market rate housing. - The Rent Supplement Program (RSP)

RSP provides rental assistance to households throughout Montgomery County, MD, assisting qualified households with incomes below 50% of Area Median Income (AMI). The program provides a maximum rent subsidy of $600.00, if qualified, depending on household size and income with the goal of ensuring the rent burden will be sustained at 30% of Gross Household income (GHI). Through the program, HOC will pay a monthly rental subsidy directly to landlords on behalf of qualified households residing in their properties. The program requires a contractual commitment between the property owner and HOC. RSP assistance can not be combined with any federal housing subsidy program, but can be combined with the Montgomery County Rental Assistance Program. Preferences are given for heads-of-household who are: over age 62, have disabilties, are homeless or in danger of imminent homelessness, and/or who are experiencing domestic violence.
